About Us:

The Delaware Office for the Deaf and Hard of Hearing (DelODHH) resides in the Division of Vocational Rehabilitation, an agency of the Delaware Department of Labor.

We envision all people having the same access to opportunities and leading self-sufficient, productive, and fulfilling lives. We demonstrate a commitment to the independence and equality of people who are Deaf and Hard of Hearing by providing information, education, services and training, and advocacy.

The Delaware Office for the Deaf and Hard of Hearing is pleased to begin the implementation of the directives of House Bill NO.53, expanding access to assistive devices for Delaware residents. These devices are designed to facilitate communication and ensure access to critical emergency information for individuals who are deaf, hard of hearing, or have speech disabilities. This initiative supports greater accessibility, safety, and independence for residents across the state by ensuring access to critical communication resources when they are needed most. Our Services:

We provide information regarding the following:

  • How to make arrangements for a sign language interpreter or obtain other auxiliary aids needed for an appointment;
  • How to find assistive technology resources;
  • Sign language classes;
  • Deaf and Hard of Hearing related local and national news and events.

We provide advocacy and support for individuals to obtain appropriate services or accommodation needs.

If we can’t help you, we will direct you to other State, nonprofit, or private agencies for assistance.

An overview of the information and resources provided by DODHH to entities who serve and individuals who are deaf and hard of hearing.

Visor Communication Cards are only available through our office. A Visor Card is an official document approved through the Delaware Police Chief’s Council. Used for emergencies, the card indicates to police and other emergency personnel that the driver is Deaf or Hard of Hearing. Clear instructions on the card help guide the interaction and situation for a positive outcome. For more information, see the Communication Card Application.

We administer the analog Captioned Telephone (CapTel) program which provides access to residential telephone services for Delawareans who have the ability to speak for themselves and also have difficulty hearing on the phone. There is a cost for CapTel but DelODHH offers financial assistance for those in need, based on eligibility. CapTel services are graduated, with 10 new users approved per month on a first-come, first-served basis.

We offer complimentary Deaf culture awareness and basic sign language communication training as part of our outreach program. In addition, we are available to attend your next event or conference. Give us a call! Schedule your FREE training today!
